If they stay lit, then they're going to be revived, if they go black they're dead for good. There is another variant without shield that two hands a falchion. The falchion may drop from that variant. Well, if your problem is that they keep coming back to life, it's because there are necromancers little jerks in black that shoot fireballs that keep rezzing them. Kill the necromancers, and the skelemans go down no problem. Jail place? The skeletons in the graveyard in firelink? First of, as far as I know that area is meant for a bit higher levels, and if you are at the start of the game it's best to avoid them.
Second, the skeletons inside the catacombs respawn because they get revived by a necromancer it's a fire-shooting guy with black robes further on. A good way to tell if a skeleton respawns is if when he dies his eyes still glow. Divine weapons don't let the skeletons be revived.
