You should indeed go to Rutheran vVillage, but intead of the boat, on the most western dock there is a portal to Exodar. Last i remember you wont be attacked on the bot by NPCs…. You can take a boat to Azuremyst from there. Then, just like you did, go to the Rutheran Village.
